Profile:

Marc joined IEEP to head the Environmental Governance team in December 2005, and is based in IEEP's Brussels office. An international lawyer and political scientist by training, he has extensive experience in academic research and teaching as well as in policy work. He has been a policy adviser to the Flemish Regional Environment Minister, to the Belgian Federal State Secretary for the Environment, and was Deputy Chef de Cabinet to the Federal State Secretary for Energy and Sustainable Development. During the Belgian Presidency of the EU in 2001, he chaired the EU Council working party responsible for the climate change negotiations and acted as lead negotiator for the Presidency at COP6bis (Bonn) and COP7 (Marrakech). From 2003 to 2005, he was chairman the Meeting of the Parties to the Aarhus Convention. Before joining IEEP, Marc was a Senior Research Fellow at the Institute for European Studies at the Vrije Universiteit Brussel. In 2011 Marc became Head of the Institute's new programme Global Issues and External Action.
