David BaldockDavid Baldock

Executive Director. Special subjects: agriculture and the environment, integration of the environment into other policies, European strategies and global aspects of EU policy.
David's background is in philosophy and economics. He joined the Institute in the mid 1980s to establish a programme of work on agricultural and rural environmental issues. He became Deputy Director in 1992 and Director in 1998. As well as being an authority on European agricultural policy and the environment, David's specialist areas include the implementation of environmental legislation and EU strategy with regard to environmental integration. He has an active interest in sustainable development and the external dimension of European policy. Current external commitments include membership of the Commission's high-level group on the competitiveness of the car industry in Europe. Patrick ten BrinkPatrick ten Brink

Senior Fellow and Head of Brussels office. Special subjects: voluntary agreements, environmental taxes and charges, environmental economics, EU-accession issues, climate change, energy and industrial pollution issues.
Patrick is an environmental economist by training. He joined IEEP in 2001 to help open an IEEP office in Brussels and contributes to IEEP's work in the area of environmental policy instruments, evaluation, climate change, industrial pollution, clean technologies, and aspects of enlargement. Before joining IEEP, Patrick was an Associate Director in the environment group of ECOTEC Research and Consulting Ltd, and was responsible for environmental economics and policy, and EU-accession related advice.

Camilla AdelleCamilla Adelle

Policy Analyst. Special subjects: EU environmental governance, impact assessment, environmental policy integration, and the EU’s role in global sustainable development.

Camilla joined IEEP in January 2008 after completing her PhD at the University of East Anglia. Her thesis explored policy coordination and the impact of EU policies on non-EU countries, particularly developing countries.

As part of her PhD programme Camilla participated in several IEEP projects which included research in environmental policy integration and impact assessment.

Jason AndersonJason Anderson

Head of Climate Change Programme. Special subjects: climate change and energy.
Jason joined IEEP in October 2004 and is based in our Brussels office. He has a BA from Harvard University and an MS and MPP from the University of California, Berkeley. Jason focuses on climate change and energy policy. Prior to coming to IEEP, he worked for 5 years at Climate Action Network Europe in Brussels, following a range of climate change and energy issues, attending many of the UN conferences, lobbying on EU legislation and initiating a range of research projects e.g. on CO2 capture and storage. Jason previously worked in Washington DC and Denver at the US Department of Energy, followed by two years in Honduras promoting solar energy.

Justin BartleyJustin Bartley

Policy Analyst. Special subjects: agriculture, cross compliance, rural development.
Justin started work at IEEP as part of the Agriculture and Rural Development team in February 2006. Since then he has contributed to research on a number of projects including several related to Cross Compliance, an evaluation of Less Favoured Area policy, and MEACAP. Justin originally studied environmental chemistry with a year in Germany as an undergraduate. Since then he has completed an MSc specialising in Ecological Management. He previously worked as a Project Officer for the Westcountry Rivers Trust. This position involved visiting farms in targeted river catchments in order to deliver environmental and economic improvements. In addition, Justin has also spent a year and a half in Latin America teaching English, and undertaking a variety of voluntary work placements and academic research in Spanish.
